A lot of the time, the reason a Pal does not start a task you assigned is simple: you interrupted them on the way to the Food Box. When Pals are hungry, they eat. So, in this situation, you can either let them run to the Food Box and eat, or you can go to the Palbox, assign the Pal to your inventory, stuff them full of whatever food you have on hand, then assign them back to the base.
